Mike Moberley was born and raised in Florida and has been a resident of Citrus County for 21 years. He had visited
and fished the Tsala-Apopka chain of lakes with his father in the late 60s and early 70s.
Mike is the owner and president of Tropical Window Inc. and has been a successfully Florida business man for over
33 years. Mr. Moberley serves as the President of the Aluminum Association of Florida and is a Board of Director for
the Citrus County Chamber of Commerce as well as the past President of the Citrus County Builders Association. Mike
and his wife, Heather currently live on the Homosassa River.
Sandra Clodwick - Secretary
Sandra Clodwick is an entreprenaur with business background involved in the restaurant business for 20 years
including owner/operator of McDonald's restaurants prior to moving to Ocala where she and her husband owned and
operated a training stable. She is presently involved in real estate sales/investment consultation. Appointed as the
newest member of the Task Force through recently inaugerated legislation to include a water front homeowner from
east Citrus County, she has been involved with Lake Rousseau and the Withlacoochee River through such
organizations as WHOA for which she was President as well as currently presiding as Vice President of P.O.W.A.R.
Mother of three grown children...Tera is an elementary shool teacher, Tabetha is head of Babtist Hospital physical
therapy outpatient unit and son John is a network engineer currently employed with ITT as a contractor in Iraq.
Husband Jim is a retired nationally known Arabian horse trainer.
Mr. Bertoch graduated from The Ohio State University with a Bachelor of Science in Business Administration in 1955
and The Ohio State University College of Law in 1957.
Skip is a member of the Ohio Bar and the Florida Bar.
He served in governmental positions in Ohio as Assistant Attorney General, Assistant Chief of the Division of
Securities in the Department of Commerce and in Florida served as the Director of the Installment Land Sales Board
(now known as The Department of Business and Professional Regulation, Division of Florida Land Sales,
Condominiums and Mobile Homes) at the time he pursued the adoption of the Florida Uniform Land Sales Act in
Florida and testified before the United States Senate regarding the enactment of the Interstate Land Sales Act.
Since 1968 has been in private practice primarily as a sole practitioner with regard to land sales compliance matters in Florida and before the Office
of Interstate Land Sales Registration and various state agencies throughout the country. He has represented small developers as well as large
public corporations with regard to compliance matters pertaining to land sales and condominium offerings. He was one of the founders of the
National Land Council in 1969 and served as its initial President and has been Chairman of the Board since its inception which organization, for
over 35 years, has worked for and sought to achieve uniformity and standardization in the regulation of properties for community developers.
He has been a member of the armed forces and served in World War II and Korea.
Michael G. Czerwinski (Sir-win-ski) was born in Chicago, Illinois. He attended Southern Illinois University and received
a bachelor’s degree in Marine Biology in 1981, continued his academic pursuits and received a bachelor’s degree in
Geology with a minor in Chemistry in 1982. Mr. Czerwinski began his professional career at Chicago Aerial Surveys, in
DesPlains Illinois where he worked as an aerial photo interpreter on some of the earliest digital mapping and records
conversions for military bases and utility companies across the country. Mike moved to Florida in 1983, and was
employed as a Senior Photo Interpreter and Wetlands Biologist at Geonex / Martel, one of the nation’s largest
mapping firms. Here he was involved in the production of National Wetlands Inventory Maps, mapped wetlands
across the United States and studied national trends in wetland loss under contract with the U.S. Fish and Wildlife
Service.
Mr. Czerwinski moved to Citrus County, Florida in 1986, lured principally by its expansive and pristine natural resources and associated wildlife
including the sandhills of the Withlacoochee State Forest and Brooksville Ridge, the aquatic resources of the Withlacoochee and Rainbow Rivers,
Lake Tsala Apopka, and coastal spring-fed bays and rivers, the large Crystal River population of the West Indian Manatee, the Everglades-like
coastal marsh and hammock system of the Springs Coast and the relatively rural nature of the county. Mike took a position as environmental
scientist with a then small, local engineering-surveying firm of Henigar & Ray in Crystal River to assist in starting up their environmental division.
In his tenure of over 15 years with that firm (Berryman & Henigar) had grown to be one of the top 500 environmental engineering firms in the
country with five Florida offices and Mr. Czerwinski as Vice President, managed a staff of 10-15 environmental professionals in three central Florida
offices.
In August 2001, Mr. Czerwinski opened his own environmental consulting business in Citrus County to serve the environmental needs of central
Florida communities. Mr. Czerwinski is a licensed Florida Professional Geologist and a Professional Wetland Scientist. He has served as a board
member or technical advisor for: The Friends of the Nature Coast Marine and Environmental Science Center (1996-2001). Manatee Advisory Board,
Citrus County, (1987-1989); Minimum Flows & Levels Workgroup, Middle Hillsborough Wellfield Region, (1997); Chairman: Withlacoochee River
Ecosystem Management Initiative (FDEP) Technical Advisory Committee (1997-1998). He was appointed by the Senate to serve on the Citrus /
Hernando Waterways Restoration Council in 2003.
He has been responsible for environmental impact assessment studies or monitoring for projects such as the Suncoast Parkway I, Lake Weir
(Marion County), Betz Farm DRI, Cold Springs FQD, Citrus County Traffic Reliever Study, Ordinary High Water Line Study of the Withlacoochee
River and Lake Tsala Apopka; Villages of Citrus Hills; and the Spring Hill, Sugarmill Woods; Villages of Rainbow Springs, Cone Ranch, Starkey and
North Pasco Wellfields. He has authored reports and/or trained agency staff on the biology of the Florida Scrub Jay, the regulation of Docks, and
performed diagnostic studies of Lake Panasoffkee and the Rainbow River.
Mr. Czerwinski’s professional career has focused on utilizing sound ecological principals and in-depth analysis to solving environmental issues facing
the community. He has the innate ability to identify and offer solutions to protect critical sensitive habitats while understanding and balancing the
needs of the human population.
Wayne Sawyer became involved in Tsala Apopka conditions in 1993 when he purchased a water front home and
discovered deep muck where sand should be. Served as a Director of Too Far, Inc. and became involved in a number
of water problem issues. Served as Chairman of the Lakes Advisory Board for the Citrus County Commissioners. Now
serving in 3rd term as Governor Appointee to Withlacoochee Regional Planning Council. Florida Senate Appointee to
the Citrus Waterways Restoration Board in 2003. Prior work experience includes 14 years as V.P. of National
Marketing, Inc. and 8 years in Business Brokerage, 5 years President of Images Today, Inc., 4 years as a High School
Teacher and 13 years as a licensed Realtor. Education includes a B.S. Degree from University of Georgia. Married, 4
children and 8 grandchildren. Wayne and Alice reside on Duval Island in Floral City.

Mark Edwards - Represents Citrus County
Mark Edwards being a native Floridian was born and raised in Citrus County. He attended Citrus High School then
completed his AA degree at Central Florida Community College. After receiving his degree he then expanded on his
education by attending the University of Florida. Living in Citrus County his entire life, Mark enjoys all aspects of
outdoor recreation. Some hobbies include: boating, fishing, hunting, etc.
Originally employed in 1989 Mark started out as an Aquatic Plant Trainee within that same year he was promoted to a
Aquatic Plant Technician until 1991 when he received the position of the a Lead Aquatic Plant Technician. In 1998,
once again, Mr. Edwards was promoted to the Aquatic Services Manager position; in 2000 his position was reclassified
to reflect the title of Aquatic Services Operations Manager. After 14 years of services in 2002 Mr. Edwards was
promoted to fulfill the position of the Aquatic Services Division Director, which he currently still resides.
Mr. Edwards oversees and directs all aspects within his Division. He is responsible for the supervision of 9 employees as well as the Contractors
that are currently employed under his division. While the main concern for Aquatic Services is maintaining and keeping the navigable waterways
opened within Citrus County. The division also deals with Artificial Reef Programs, Aids to Navigation, Boaters Education, Derelict Vessel removal
and various other programs that become available on an annual basis.

Mr. Hasbrouck has more than 25 years of experience in project management, NEPA assessments and documentation,
mitigation and stormwater pond designs, wetland restoration projects, artificial reef design and permitting, wetland
permitting, design/build projects, construction management, wetland management, mitigation monitoring, seagrass
surveys and photo interpretation of wetlands. His environmental consulting experience includes roadways, bridges,
airports, landfills, solid waste transfer stations, gas pipelines, electric utilities, residential and commercial
developments, fishing piers, and water projects in the US and Caribbean.
Allen Martin - Represents FFWCC
I received a Bachelor of Science degree in biology in 1999 from Southeast Missouri State University. I received a Master of Science degree in
Fisheries in 2001 from Auburn University. I began working for FWC in 2001 as a fisheries biologist in the Ocala regional office. In 2008, I
accepted my current position in the Lake City office as the Regional Fisheries Administrator for FWC’s North Central region.

Philip Rhinesmith is a Senior Environmental Scientist with the Southwest Florida Water Management District in
Brooksville. He received his Bachelor of Science degree in biology in 1987 from Saint Leo University in Saint Leo
Florida. Philip has worked as an environmental scientist for 19 years and is the project leader for the Southwest
Florida Water Management District's wetland restoration program.
